Creating a local employability service

In developing a local employability service partners need to identify the problems and issues that need to be addressed. An analysis of the local economy and the full range of funders and providers of employability and support services is also required, in order to produce a clear map of provision.

Partners need to understand:

  • Who is involved and their roles
  • The scale, nature and sources of funding for employability services
  • Funding levers and flexibilities
  • Baseline information relating to key target groups in receipt of work-related benefits
  • Geographical and target group-based distribution of resources and services
  • Scale and function of service providers and supply chain

Key partners and roles

Key partners include funders of employability services and delivery partners.  Beyond the obvious or “traditional” providers of employability services, other key elements in a local employability infrastructure include:

  • Mainstream services such as health, social care, housing and community services
  • Specialist services usually provided by the voluntary and public sectors, including disability providers, addictions services, financial advice projects, etc.
