International Policy Context

The changes in UK Government policy have a number of roots.  One important aspect of their genesis has been the desire of the Government to look outside the UK and to look at ‘what works’ elsewhere. 

There have been two major sources since 1997, the USA and Australia, with some more muted interest in the Netherlands.
