Linking Opportunity and Need (LOAN) is the approach taken to
ensure that individuals who live in disadvantaged areas or are part
of disadvantaged groups are able to access to the training and
employment opportunities arising from economic and physical
investment. Simply, it aims to connect opportunities on the demand
side of the labour market with needs on the supply side.
This toolkit has been developed by the Scottish Centre for
Regeneration and aims to support local Community Planning
Partnerships, Employability Partnerships and others to develop and
implement initiatives to effectively link opportunities and needs
within communities and to use Community Benefits as a means of
increasing employability. It provides a source of information as
well as practical advice, tools, templates and links to best
practice case studies.
