Partnership working is complex. There are different types of
partnerships, for example, statutory strategic partnerships,
service delivery partnerships and more informal partnerships.
Partnerships may involve public and private organisations as well
as the voluntary and community sector. There are also different
stages within the life cycle of a partnership.
It is important that partnerships function and deliver the
desired improvements and outcomes. This toolkit looks at some of
the basic elements of partnership working, offers practical hints
on what to do at different stages of a partnerships life cycle, a
framework for assessing and improving performance and a process for
reviewing partnership working. Its use is encouraged by both
Officers and Members to help them in their work with partnerships
and as the basis for evaluating the Council's involvement in
