Thus the precise service delivery recipe should clearly be the preserve of individual providers provided they can attract the right clients and meet targets;

Partners would recognise that the features shown are not the only ways to do things, but that this reflects a broad idea of good practice. Bidders would need to demonstrate the capacity, management skills, and financial reserves to underpin exactly how they propose to deliver the specified results.
