Management Information System
Employability Programmes are monitored across a range of key
performance indicators that reflect strategic priorities and best
value considerations. The Council have in place robust systems to
ensure effective reporting and tracking. Examples include:
- Routes To Inclusion Team reporting to track participant numbers
and progression through the employability
skills pipeline;
- Youth employment Action Plan (YEAP) provides high level
information on provision available for 16-29 year olds in South
Lanarkshire and agencies undertaking delivery.
- Tackling Poverty Programme monitoring which focuses on the
positive impact of our employability activity for those living in
areas of high deprivation and other key client groups e.g.
homeless people.

South Lanarkshire Works 4U establishes a focal point for
taking forward the employability pipeline. It re-enforces the
shared expectation across all local delivery partners and funders
that we are working together to deliver seamless employability
services for all local people. Through effective branding delivery
partners gain a strategic sense of where their interventions add
value to the participant journey and a clear direction of travel on
new service development. This reduces the potential for duplication
of effort and helps target services to point
of need.

The current Single Outcome Agreement for South
Lanarkshire is supplemented by 7 Partnership Improvement Plans
(PIPs) of which 4 are of particular relevance to the Tackling
Poverty agenda.
Related strategies / frameworks
- South Lanarkshire has been a pathway area for Getting It Right
For Every Child and has developed a
GRIFEC tool for practitioners and
managers involved in childrens' services. By applying the
procedures and services developed, outcomes for vulnerable
children/those in or at risk of poverty will be improved.
- Effective community engagement is at the heart of the tackling
poverty work in South Lanarkshire. A new framework booklet
has recently been developed to guide and support partners.

Assurance and improvements plans 2012-15
Assurance
and Improvement Plans set out an assessment of performance
risks for each council in Scotland. AIPs are valuable at
highlighting themes about which councils should be working to
provide themselves - as well as their LAN - with assurance that

- Equally Well Booklet - Equally Well is the
Scottish Government policy focusing specifically on reducing health
inequalitites. Lanarkshire was one of eight local
test sites
- Lanarkshire Equally Well - Evaluation
Report - The Test Site in Lanarkshire was focussed on
raising employability potential as a vehicle to alleviate poverty
and improve health.

SLW4U Free Phone Service - To make it easier for local
residents looking for work and for local businesses to get involved
in SLW4U activity , a freephone number has been created on 0800 731
0444. Call handlers from our local employability hub, Routes to
Work South (RTWS) act as a central referral point into a range of
services delivered by the SLW4U partner network.

Voluntary Action South Lanarkshire (Vaslan)
Voluntary Action
South Lanarkshire is the third sector interface organisation
for South Lanarkshire. Its mission is "to shape strengthen and
serve a strong, vibrant, empowered and inclusive volunteering and
voluntary sector in South Lanarkshire".
Vaslan provide a variety of services for
members including:
- Start up support and information for groups (i.e.
constitutions; bank account advice and help sorting out your
book-keeping if you are new to this);
- Capacity building (including health checks on your
organisation; governance support etc);
- Funding and Social Enterprise advice;
- Weekly E-newsletter, packed full of information on funding,
events, volunteering opportunities and information.
VASLAN is a key strategic member on our employability
partnership and an integral part of the local employability skills

South Lanarkshire Rural Partnership- LEADER.
Much of South Lanarkshire is rural in character and
support is available through the LEADER Programme to assist rural
communities improve the quality of life and economic prosperity in
their local area. LEADER is a European Community Initiative and has
a grassroots approach, encouraging and supporting projects for
local rural development. It is very much community-led and builds
on local needs and strengths. It is also one of the main delivery
strands of the Scottish Rural Development Programme.

Schools Provision - What's with Work? Vocational
Development Programme
What's with Work is a joint initiative between local
Colleges and South Lanarkshire Council. Students attend College
within normal school hours to gain vocational qualifications over a
two-year period in their third and fourth years at school. Pupils
will not attend during in-service days, S4 prelims, exams or bank
holidays or summer holidays. The main purpose is to equip
pupils with transferable and real work skills which will be of
considerable benefit to them, should they decide to pursue their
option as a career.
The qualifications enhance and complement the Standard Grades
pupils are taking in S3/4.
