Integration and Alignment

Better integration and alignment of employability with other services is a vital part of our ambition to tackle labour market inequalities and help more people into work.

New devolved employment services have been designed to help tackle many of the labour market inequalities, but this is just one of a number of levers that could help create a fairer labour market.  It's important we look again at the wider employability system so that it more consistently tackles the challenges people face, and does so in a way that is easier for people to navigate and which  joins up other services more effectively.

With the support of a number of key stakeholders, the Scottish Government has been developing an integration and alignment agenda alongside work on delivering devolved services which includes, amongst other strands, the publication of No One Left Behind:  Next Steps for Emplyability Support in Scotland in March 2018 ( )  which includes a specific action to deliver an Employability Innovation and Integration Fund (EIIF). 

EIIF was launched on 15th June, 2017. The Fund invited proposals from bodies responsible for delivering community planning partnership priorities to develop and test collaborative innovative approaches that demonstrate how the integration and/or alignment of employability and skills training services with health and social care, justice and/or housing services would contribute to an area's regeneration or development and help more people into work. 

There were thirteen successful bids to the fund for delivery in 2017 - 19, and evaluation of the projects is expected later this year.

West College Scotland  A package of employment support to adults with mild to moderate learning differences autistic spectrum disorder, and mental health problems.  The approach differs from other models of employment support in supporting longer term sustainable employment through equipping people with work based qualifications.
EmployabiliTAY Dundee, Perth and Kinross, and Angus  Dundee City Council  Regional employability approach to integrate public services with employability and skills with a focus on housing, healthy living, and community justice and embed within employability support in three local authorities.  
Delivering Differently - For Mental Health and Employment  Fife Fife Council Approach called 'Delivering Differently - For Mental Health and Employment' will focus on increasing employment outcomes for people experiencing mental health issues through employing a strategic co-ordinator to work with stakeholders to change how employability and mental health services are aligned in Fife.
Joined Up For Jobs Integration Project  City of Edinburgh  Capital City Partnership 

Integrate the work of health and social care, housing and criminal justice by having a one year localities integration team to co-ordinate all activity working with a social care team, targeting social housing residents to engage with employability services, and implementing framework around Community in Motion pilot which aims to address the problems of low persistent re-offending.

Community Justice Employability Partnership  Stirling Stirling Council Join up public and third sector services including Criminal Justice Social Work, Stirling Community Enterprise, Addiction Support and Counselling Forth Valley and NHS Keep Well to improve employment outcomes of those who are in the criminal justice system of those identified as being at risk of offending.
Family Health Improvement and Employability Support Project  Bridgeton area of Glasgow Clyde Gateway URC Health improvement and employability project that links the needs of parents and caregivers attending Bridgeton Family Learning Centre to skills development and employment opportunities whilst accessing health and wellbeing, volunteering, and financial inclusion services.  
Access to Opportunities  North Lanarkshire North Lanarkshire Council Join up services for homeless residents who have recognised health, social care and housing support needs (with a particular focus on young care leavers and vulnerable adults of all ages) and align these with a range of employability services and programmes that operate in the North Lanarkshire area.

Integrate key provision to improve skills and employment opportunities of those with historic or current criminal convictions (with a focus on women who have experienced significant trauma and those who have committed high risk violent/and or sexual offences) including people subject to diversionary initiatives, serving short sentences, community payback orders or licence.

Inverclyde Resilience Project Inverclyde Inverclyde Council  A collaborative public and private sector approach to provide supported employment for vulnerable people including those experiencing the criminal justice system whose additional barriers may include addictions and/or homelessness.
Tackling Inequalities and Improving Outcomes Project Falkirk Falkirk Council Build on a model of practice currently available for female clients in Falkirk and extend it to men to improve the health and well-being of people in the criminal justice system by identifying and addressing health related issues and creating supported pathways to employment.
Structured Deferred Sentence Project South Lanarkshire

South Lanarkshire Council 

Pilot a model of Structured Deferred Sentence model for young people aged between 16-21 involved in offending behaviour that will include employability elements to secure sustainable positive outcomes.
Employment Academy for Supported Training (EAST) North Lanarkshire North Lanarkshire Council  Pilot an Employment Academy for Supported Training Programme for people who have a learning disability and a criminal conviction.

Aberdeenshire Health & Social Care Partnership

A proposal to provide medically trained staff to support people with mental health issues, people who are known to criminal justice, and people who have substance misuse issues to start new or return to employment.
