The Supported Employment Framework for Scotland
The Framework advocates a five stage model for supported employment.
| Engagement by SE Service |
Vocational Profiling |
Job Finding |
Employer Engagement |
On/Off the Job Support and Aftercare |
| Helping disabled people most distanced from the labour market to make informed choices on their own future |
Identifying skills and preferences for work, giving work experiences that will help the individual make their own vocational choices |
Identifying the preferred job through employer engagement, also providing support to the employer |
Finding out about the workplace environment, co-workers and the 'supports' a person might need |
Providing help, information and backup to the employee and their employer, developing independence through natural supports in the workplace and addressing career progression |
The outcome of supported employment support should be sustained paid employment of more than 16 hours per week. A key input is sustained support at work, from an employment support worker.
To promote the realisation of the aims of the Framework and oversee the implementation of its action plan, an Implementation Board has been formed which has wide ranging membership, including COSLA, The Scottish Government, Skills Development Scotland, Department of Work and Pensions/Job Centre Plus Scotland and the Scottish Union of Supported Employment (SUSE). The Board will oversee several actions around raising awareness of supported employment, and developing a more consistent and outcomes focussed system of supported employment in Scotland. Initial activity has included setting out the ambition to work with three local authorities and specialised supported employment services in a demonstration site project.
